If you're talking about music CDs that your buy in the shops, these CDs are mastered from glass dies that stamp the data onto the CD.  One die can master thousands of CDs and the stamping process is very quick.

If you want to put your home music collection onto CD, then you need a CD recorder (as all modern PCs will have), a CD-R (recordable CD) and CD recording software.  This method is much slower as the data is written serially (one bit of data at a time) but it is the only sensible option for home users.
