Honestly I am trying to figure that out myself but if you need to know for red or blue i can help you out. But for this to work you can't battle the kid past the nugget bridge with the slowpokes and slobro or the gambler outside the underground path way west from pokemon tower thing if you don't know your north, south, east, and west EAST IS THIS WAY

You need to beat the pokemon league 12 times and then go to the place where you found mewtwo at cerulean cave and there is mew.
