Can A Landlord Keep All Security Deposits If The Landlord Terminates The Lease?
The landlord is terminating the lease for noncompliance, ( which we did comply), can they keep our security deposits?

Each state has specific landlord-tenant statutes - not every place is the same. Contact your local legal aid (you can get their number through the state's Bar Association) - they can provide a free initial consult, and a fee scale dependent on income.
