There are many ways of expressing true love in written form, and poetry is perhaps one of the best ways, although writing songs is another good way of expressing how you feel, although the two are quite similar, as song lyrics are written in a similar way to poetry.
There are also books and short stories which contain the theme of true love, although these tend to look more into the feelings of other characters rather than your own feelings, but it is good to have characters that you can relate to.
Letters can also be a good way of expressing true love but a poem is probably the best way of expressing true love to someone as you can play around the language more and include metaphorical language to express how you feel. Poetry is also more famously associated with love.

It varies from person to person and case to case. If your beloved is a literate one and has got interest in poetry, then poetry is probably the best mode of expressing your emotions. Wordsworth defines poetry as, "spontaneous overflow of powerful emotions". So I think there cannot be anything better than spontaneity and there cannot be any emotion more powerful than love. But if you have a beloved who does not have any interest in poetry and is not able to read between the lines or she is not able to catch the emotions expressed in form of rhyme. For example, if u tell her "age cannot whither nor custom stale/ your infinite variety" and the reply you get is, "what does that mean?" I think you must refrain from doing so in this case.
There is another very important factor while doing so i.e. what kind of verse u say or what poem do you chose to express your feelings. If it is your own poem and the sole reason for writing this poem is to express you love, then you must come down or go up to the level of the addressee, so that he or she may be able to comprehend you feelings. If you are selecting someone else's poem, you have to select a good poet for doing so. For example, you can select John Donne's "Lovers' Infiniteness", "Good Morrow" or "The Sunne Rising". (Just a few hints for you)
