This changes from time to time.  The highest rating is different than the highest number of points, also.  Rating is the points given by the star system for answers, intended to denote quality of answers, while overall points denote amount of participation, but not necessarily quality.  Unfortunately, neither of these is a perfect system, as many answers go unrated or are not fairly rated by the asker of the question, and answering the most questions also does not denote the quality of answers, necessarily, but perhaps most questions answered.  Also, there used to be a rating system for debate answers when the site first began, but the scoring system was removed and also recently, the debate forum participation has been halted.  So overall, number of points really means very little at this time, although individuals may take pride in their point accumulation here and it is meaningful to some.
