Tare off the existing shingles and paper.  Repair any damaged plywood if any.  Next lay down your new felt paper, and start at the bottom edge of the roof with a row of starter shingles, with a little bit of overhang.  You might find it easier to run books up the roof if you are doing it yourself.  All that is, is two rows of shingle running up the roof at the same time. Also make sure that the shingles are even and the proper spacing is used.

Don't forget the waterproofing underlayment in the valleys, more important in colder climates. Drip edge and vents, and boots for some of these. My husband never covers bad wood, and will refuse a job if it is even suggested. Vents are important because, the durability of your roof depends on them. Underlayment in valleys is good because that is where the ice and snow back up creating leaks if no underlayment is present. If you get even one vicious winter with a week or so of snow or ice on the roof, you could get damaging leaks. So consider a waterfproofing underlayment. Make sure your shinglers use chalk lines to keep everything straight. Some very skilled and long time shinglers may not need them, but the inexperienced will end up with a crazy pattern that looks real bad. Hope this is helpful. My Spouse is one of the top 3 roofing contractors in this tri-county area.
