What Is Safe And Inexpensive To Use For Sealing A Leaky Waterfall In A Cement And Stone Fish Pond?

I have a small fish pond, about 60 gallons. I'm having problems with leaks in the waterfall, which is sandstone set in cement. I have tried using caulking, it didn't set. Also have tried a second layer of cement, and cementing in the entire back of the fall. It reduced the rate of leakage, but didn't stop it. The fall is very important because it filters all of the water for the pond. What can I do to fix this, that wont harm the fish?

I would try, I have done this twice, using "Pour Stone" and add concrete glue to all cracks and concrete joints.  Usually leaks occur where two unlike materials meet, such as stone and concrete or concrete meets a different pour of concrete, known as a cold joint.

Using two trowels, push mix into all voids and cracks.  I have also applied concrete glue initially and then apply the pour stone.

There are no obvious places where it is leaking from. I used a sealer on all suspect places. After it dried, I used cement on all the places where there was shrinkage, or any other sign of possible leaks, then cemented the entire back of the fall. I am loosing about 10 gal every 24hrs. I am wondering if there may be cracks in the stone that are not obvious to the naked eye. So, would it be feasable to silicone the entire back? I am thinking, spreading something that can "find and fill"  would be the best option.
