Before I shall go into detail about what is the planning process of development? I would like to tell you that why mangers need to plan.
Planning provides right path and sense of purpose for any organization even in our daily life. We are failed to achieve target without plans. It will help the managers to focus on their objectives they can make decisions for future. There are always a risk factor involve in business regarding change in the environment due to any factor that will affect the enterprises.
The planning is the process of selecting organizational objectives and selecting a future course of action for their accomplishment. The primary function of the planning is to make alternatives solution for future uncertainties in order to reduce the risk. The manager under this process plays a role of fortune teller. They have to plan or make decision keeping in mind that what will happen in the future and what will be the solution of survival. To understand more clearly you have to understand the model of When the planning is involved in development of any projects like government projects or even private once than the planning process is specific to the client, the aim of project and the established process.

• What are their project goals to keep you on a right track?
• Competitive analysis will help you to satisfy the clients for best of their expectations.
• Internal analysis will define the liking and disliking of the project assets. Like the designing of suppose building and color, landscaping etc.

At this stage we have to analyze the situation by following.

We will study the available previous data of that area's people. Their reaction toward any changing or development.
2. Practical observation / involvement.
Few people from team will go in the social system of targeted audiences. And learn about them by living in them.
3. KAP survey.
In this survey we will observe people.Knowledge, Attitude, Practice About any development campaign conducted before.
4. Baseline survey.
In this survey we will try to find out the, most targeted audiences. If we are trying to convince people for education our focus will be on young generation but our most targeted audiences will be the parents to whom message should be conveyed successfully.
5. Communication strategy design.
Now we will design our communication strategy but before that we have to.Check available channels.What channels are available in that area, it depends on that area's development, if it is fully developed then they will be using electronic media, if the people of that area are educated then print media will be affected. If the people of that area are illiterate then interpersonal communication and local media will be effective.
6. Message construction.
At this stage by keeping in eye all above study and observation we will design a very effective message. Which should be receiver oriented.
