This is partially true. An American can petition for his foreign wife, but to get the green card she must come in as an "immgrant" versus a "non-immigrant" resident. Also, the American spouse will have to demonstrate sufficient economic means to take care of his wife for ten years, and both spouses will have to prove a bonafide marriage.
