How Do I Make An Object That Will Float On Water Sink For A Short Time And Then Float Again?

Think of a submarine.  That is essentially what you are trying to do.  You can use compressed air to do this.

Let's say you have a pontoon boat.  The boat floats because there is air in the pontoons.  If you let the air out of the pontoons, the boat sinks.  Then, if you have compressed air and you pump it back into the pontoons, the boat will rise out of the water again.  This is because compressed air is heavy, and when in a tank, it will sink.  But when let out, it expands in size, making the boat buoyant.
