You seem to be confused. How can a vehicle start without turning over first. You engage the starter by turning the ignition switch (key) The starter engages to the engine and turns the engine over until enough compression is built along with fuel and spark to cause the explosion so that the engine continues to run after the starter disengages.
Older chryslers where bad about blowing a ballast resistor but I would think they no longer use those. This device would give the coil full power while cranking and reduce the power once the engine was running. When it goes bad, the engine would start but once you let go of the key,the engine would die.
