As a rule you cannot make exceptions of these sort for a particular employee. Your finance department or Benefits department must make it a corporatewide policy so there is no bias at workplace. You can politely ainform her that there is currently no plan to provide these services to employees. However, it can be tabled before the HR mgmt and a budget approval will be needed.
It is definitely a good service/perk to provide to your employees!
