Yes for travel, very temporary work, and schooling. Just like how it is now. They can legally come here with a travel visa, or work visa, or student visa how things are right now. If they came here illegally, like your question implies, then no they should not be allowed in the U.S., they should be exported and never allowed back (just like how it is now).
