Can A Landlord Change The Locks After Rent Is Late Without Notice?

I was 35 days late on rent and the landlord changed the locks without notice and is keeping all the property in the space. Even the rental property belonging to others. I am a WV resident.

They cannot change the locks it is illegal in most states, they first have to formally notify you of late payment and give you a set date to pay off and/or move out... Then after that they have to file for an eviction if you do not leave. www.socrates.com

No, absolutely not! My daughter came home, and her lock was changed. She is one month behind, and working with the county to help pay for rent. They gave her no eviction papers, and she talked to a police officer also, and he stated they can't do that, but to talk to a lawyer.
