Today various bird species have become highly endangered and as such are legally protected against hunting and trading. A number of countries have passed laws like The Endangered Species Act (1973) in the United States and the Convention on International Trade in Endangered Species (CITIES) an international law, being some of the regulatory acts enacted in this regard. The birds classified as rare would be too numerous to mention but to state some of the well known ones like for example loons, grebes, different kinds of cranes and herons, swans, all birds of prey like eagles, kites and owls, song birds like the hummingbird, kingfishers, woodpeckers among others.
Keeping a rare bird as a pet and also its feathers or eggs is prohibited by law in most countries and requires a special license even for those who are into research and study. There are a number of regulating bodies like the US Fish and Wildlife Service which issues permits in this regard in the United States. Also many government funded projects and other organizations like animal charity undertake different wildlife conservation programs.

You could but you probably need to aquire a lisene from the government so if i were u i'd save myself from this trouble by aquiring a more common bird.
