Usually there are three types of symbols used in the Japanese. First of the type is kanji. There are two subcategories of kanji type symbols used in Japanese symbols. These two are named as Kyujitai and Shinjitai.
The second type of symbols is Kana. Kana has further four types. These types are Hiragana, Katakana, Hentaigana and Man'yōgana. There are futher two catagorizations according to the use of Kana. These catagories are named as Furigana and Okurigana.
Third type of symbols used is Rōmaji.
In the modern era the romanization of japanese is done. Romanization of Japanese means the use of latin alphabets in Japanese. It is considered under Rōmaji. After the second world war II, this is the type taught in the elementry schools. Now children have been taught to read and write Rōmaji.
The use of Japanese sysmbols is totally on the choice of person choosing the tattoos for his body. For the choice of Japanese symbol tattoos, a person must 1st understand all the symbols used in the Japanese language. He may also choose the symbols for its style. Often a combination of different types of sysmbols is also used for tattoos giving a unique style.

If you're talking about tattoos, I think you're actually referring to Kanji, which are actually Chinese symbols. Anyway, the photo in your question is entirely Kanji. It could be read in Japanese, but they aren't Japanese characters.
