    Leap seconds are seconds adding to time due to the slowing down of the earths rotation. A the earth's rotation is slowing down the time for a solar day(based on day and night and the earth spinning) is different to time as recorded by the most accurate time piece the atomic clock. To allow for this difference leap seconds are added and since 1972 there have been 22 leap seconds added.
