I would think this must be a dictator. This can also be defined as a ruler with unrestricted authority (Oxford English Dictionary.)
In ancient Rome, Dictator was a title given to a magistrate who was granted power to rule the state in an emergency (usually for a limited period). Now we use the term for someone, usually unelected in the first place, who remains in power without a mandate from the people.
