Is " While Everything Seems All Well, In Fact... " A Correct Phrase?

    Not quite. A correct phrase would be 'While all seems well, in fact...' You can't put 'everything' with 'well' in a sentence like this, and also it would be repetition as 'all' and 'everything' have the same meaning here.
