Dome lights take very little power. Starters take a lot of power. Does you horn honk. [your horn is a high power device]. If it does it's a good sign that the battery has power but, not absolute. If your horn does not honk your battery is weak. You will need a charge, jump or a new battery.
IF your horn does honk it sounds like you will need a solenoid. This is an electric device that engages the gears of the starter with the gears of the flywheel.
