That depends on the make of the computer. It usually flashes by saying something like "Hold F12 for configuration," which accesses a screen to modify the BIOS settings, where the boot drive is defined. On my laptop, F2 accesses BOOT settings and F10 access the BIOS.

I use Asus motherboard. When i want to get the boot screen, i simply press F8 button on startup. :)
