If you want to format the hard drive and reload the OS you need the Operating systems disc that came with your computer. It will say Window XP home or Windows XP professional. Put the disc in your computer and shut down your computer. Power it back on (with a dell) start pressing f12 a lot. If its not a dell look at the top right corner and it will tell you what to push to go into the boot menu. When you are in the boot menu choose boot from cd/dvd rom. Follow the windows instructions on the screen to reload the os. I recommend you backing up your data before doing this.

Hey its very simple to format a disk drive...all u need a bootbale disk.
Boot your pc from bootable disk and simply use format command....
If you are using Windowx XP cd then still you can format the hard drive. You just boot your pc from XP cd and you'll find the format option there.
