It really depends on what type of surgery you are talking about. Some plastic surgeries are of great benefit, such as to repair a disfigurement or something that prevents you from living well otherwise, such as a rhinoplasty to repair a nose that never healed right from a break and now impairs breathing. There is also purely cosmetic surgery, to make some things bigger and other things smaller. Counselling should be recommended before these surgeries as you will wake from it the same person with the same problems, just a smaller tummy or rounder butt. Not really a solution to any real problems. If you aren't a likeable person with a B cup, you won't be any more likeable as a D. You'll just get leered at more.
