What Is The Difference Between A Balance Or A Scale Used To Measure A (mass Piece) / Weight?
Is there a technical reason to describe the one from the other, is it in the method of measurement used

When using a scale, you are actually measuring the gravitational pull of the mass, thus indicating a weight. (Gravitational pull is not equal around the world.) A balance scale on the other hand, the gravitational pull is equal on each side therefore only the mass is measured, not the weight.
