Can A Misdemeanor Or Felony Retail Theft Charge Be Pardoned Or Expunged?

If it's your first offense as a misdemeanor it can be expunged after six (6) months from the original court date.  If it's a felony that falls under the terms for your state where it can be pardoned based on your criminal record; then yes it to can be removed as well but normally most felonies can take up to a year to be removed from your actual criminal record depending on the type of crime that it was recorded on your record.
