He said he was never going to ask me out again, but I like him. I didn’t like him before but for some reason there is something about him that I like. I don't know what to do. He says he likes me. Should I ask him out or what?

Ask him out, since he had already asked you out before it means that he is interested and maybe he still is, even if he doesn't show that. Give it a shot there is nothing to loose be brave and do it.

This is a pretty common state of affairs and there is nothing to be worried about. Even if you have turned down the guy before and he still continues to like you and on top of that you like him as well, so you can take the initiative of asking him out this time instead. When you do this, it is very important to explain as why you turned him down. You can simply say that you did not like him at that point of time and started liking him later. If he likes you a lot, he will not say no to you. It would be really good on your part, if you apologized to him for turning you down so that he feels a bit better.
You need to keep things simple and talk straight to the point instead of twisting things and making it more complicated. It would be better if you did all of this face to face rather than on the phone as it will show your sincerity.
