Try your local County Extension Agent (if you're in the United States). You'll find the listing in the government section of your phone book. His consultation is free--your tax dollars have already paid for it and he can give specific solutions about the trees, your soil, the suckers, etc.

My husband is a tree specialist and says that "water sprouts" are caused because the tree is stressed.  The tree is unable to transport nutrients to the top of the tree, so these little sprouts pop up at the base of the tree so the tree can get some food.  Unfortunately, if your tree has water sprouts or suckers, it will most likely die.

Water spouts are when a cold front and a warm front meet over the water. It looks like a tornado, cruising across the Gulf of Mexico for example.
