    Whoever stops first or if two stop at the same time, then the one on the right has the right of way

    When you put it like that, it is the person who *doesn't* stop that has the right of way. Usually, the rule is described in terms of who reaches the intersection first.

      If four of you arrive at the same time, the driver who is driving straight will have the right of way. Then use your rules of driving from that point.
