Can The Apartment Owner Require A Non Refundable Refurbishing Fee At Lease Signing?

    You must be looking at the same apts as I am in Birmingham, AL as I am.  I've paid $100 non-refundable application fee.  Then the manager said to come pay $200 deposit (refundable) to hold the apt I looked at.  Now 1 week before I am to move in, she tells me I have to pay another $150 non-refundable refurbishing fee when I sign the lease!  WHAT??!!

    I've never heard of a refurbishing fee!  What is the deposit fee for then if I'm going to pay to fix it up after I move out anyways? Do all apts have refurbishing fees tacked on now?  Is it normally $150.00 and non-refundable???
