Nope, I played GTA VICE CITY loads of times and yet no idea of the spawning of the hunter.
However,
You can get the Hunter by either collecting the 100 hidden packages or finishing all storyline missions and it spawn at Fort Baxter Air Base.Do both and you'll get it at the helipad in Ocean Beach.
