Puppies are born with their eyes shut as is observed in most carnivorous animals which are quite blind at birth. Hence after birth they are quite dependent on their mothers for feeding them, caring for them and protecting them. They cannot see anything at all for almost two to three weeks. There eyes start opening only after a period of two weeks after their birth. Although they do start opening their eyes, their vision is quite blurred and they cannot see anything clearly. They probably can see some light and hazy shapes.

Slowly they start seeing their surroundings and recognizing their mother and other creatures close to them. Again the time period lapse before they can see clearly depends on the breed of the dog as well as the setting of the eyes. Some breeds are more near sighted than others. Puppies and dogs generally can see outlines much clearer than the objects themselves and as such they can locate moving objects much faster than still objects.

Same reason every animal is born with their eyes shut .........when they are born ,they are born outdoors ....they have no control over their pupils , so the sun could blind them when they gain puppy control god opens their eyes.
