(21.5 g)/(1.484 g/ml) = (21.5/1.484) ml ≈ 14.49 ml

Above is correct but this isn't a reaction, it is just conversion of the weight of a liquid into it's volume.
You are correct--no reaction is involved. This is a calculation of what volume of liquid of a certain density is required in order to obtain a given weight of that liquid. No gas is involved in this question, either, as the boiling point of chloroform is >60ºC.
