    I THINK IS BECAUSE IT MEANS:( DISTRICT CENTRAL)

      Washington DC is not a state, it is the District of Columbia! This was done so as not to make the capital a State and there by imply some special privileges to others, as such it is was designated a district without recognition as a State as the Capitol and Government belongs to all the people of the USA.

          It means the district of Columbia, not meaning that it is in Columbia, but to make it known that it isn't the state.
