The best method is POR15. This is a coating designed for Navy Submarines. Wire brush the pan, fix with bondo or fiberglass, and coat the whole pan with POR15. The puts a plastic coating on the entire pan. I did this to a commercial unit -much larger and more expensive than a house unit, and it was still good 3 years later when I left the building.
