Although systolic pressure of 164 is not normal but only systolic pressure is not sufficient to predict any thing. Many factors like age, race and gender can affect blood pressure values. Normal systolic pressure is 90-119. A systolic pressure of 120-139 can be the case of prehypertension, 14-159 systolic pressure is stage 1 hypertension and >160 is stage 2 hypertension. So, you should visit a cardiologist.

You might try taking your BP. In the morning and evening for a week to get a better idea of how it generally runs.  Take the results to your doctor. It will then be easier for them to give you an assessment.
