'He is dead' is the right answer. This sentence is passive voice. After 'is' we should put third form.

'He has been died' (not dead) is also grammatically correct sentence. This sentence is also passive voice. This sentence is of Present Perfect Tense.

I don't think the above sentence's explanation is correct because it can't be "He has been died" Plz put it to someone who knows better English

It is definitely 'he is dead'. Both he has been died and he has been dead are incorrect, and make no sense in proper english.

he has been dead is incorrect on its own. you can however have it as the start of a sentence, eg he has been dead for twenty years

He has been dead" is not incorrect.  Consider the question, "How long has W.C. Fields been dead?" or : How long ago did he die?"
        Answer:
He has been dead for about 50 years."
As for "he has been died", now that is incorrect.  "He has died" is correct.

if you had read my comment above, you would see that i added that 'he has been dead' is incorrect on its own, but correct when used as part of a sentence eg he has been dead for twenty years

First off, "He is dead" is not the passive voice, it states his state of being, ie dead.  This is not the passive voice.

Secondly, He has died is correct.  It is present perfect.  It says he died at some undefined time in the past.  It uses has with the past participle.

Thirdly, He has been dead for X years is also correct.  It is also present perfect but here states something that started in the past and continues to the present.  Here, you must include a time frame because once you are dead, you do not become undead.  For instance, you can say, I have been to Alaska or I have been a student.

Lastly, the other reason He has been dead is incorrect is because the verb is "has been" and not dead which may be causing you some confusion.  This also explains why He has been died is incorrect, there are too many verbs.

You do not say I have been walked, no, you have to use the gerund noun form, ie I have been walking.
