Sink? I'm not sure sinking is a problem for fish since they are able to breath under water. But if creatures like sharks stop swimming they will drown, since they need water continuously passed over their gills to get oxygen. It all depends on whether the fish has muscles so it can pump water over its gills itself. If they can't, they have to keep swimming or they will die and 'sink'
