China was ruled by the Manchus of the Qing Dynasty during that time, however their ruling was being endangered and the Qing Dynasty was about to come to an end as there were many major chaos by foreign invasion and revolution coming up in the 10 years after. There was an emperor for the Qing Dynasty during that time, named GuangXu，but he had no actual power, all politics were under the manipulation and control of Empress Chi Xi, the most powerful woman in China of that time, the time of her being the Empress was actually her Reign behind the curtain, as described, she would usually take part in politics by listening and guiding the emperor behind the curtain during the emperor's discussion with the ministers. Right after the Boxer's Rebellion and the Invasion of the Eight Nation Alliance in 1900, Emperor was captured by Empress Chi Xi and was under house arrest until his death. Generally speaking, the absolute power to rule China fell in Chi Xi's hand during that time, in the case of important decisions making, she was advised by some notable ministers such as Li HongZhang.
