My dog always wants to lick everyone's hand, clothes etc- can there be a food or allergy that is causing the constant licking

You dog suffers from obsessive compulsive disorder (OCD) that's why she licking everything. Another unlikely cause is that your dog is licking the things which have certain smells. Your dog behavior modification drugs have to be adjusted frequently. You must see the vet for proper treatment. You can't say it allergy but a compulsive disorder.

No when a dog licks someone it's like us kissing someone so she is showing everyone that she loves them they are washing

Many dogs show such behavior due to various reasons. It can be just a behavioral disorder to seek your attention even more. But there can be several other reasons like few fatal diseases such as hypoadrenocorticism, Hyperadrenocorticism (Cushing's disease), obsessive-compulsive disorders, seizures, liver failure, hydrocephalus and other neurologic disease. Only a vet can tell this by checking its closely and minutes by taking various tests. It can be stress or boredom as well. History of your dogs can show the exact reason if it is just a behavioral disorder.
