Every dandylion i have ever seen was yellow,i have a white one growing in my garden,is it rare

No, white dandelions are not at all rare. In fact, quite often the yellow ones go through a process of turning white then shedding the seeds in order to populate more dandelions. This can wreak havoc on allergies and cause an influx of weeds. White dandelions are part of the dandelion life cycle.
