Number 64 on the Sinnoh dex is ambipom. There is no way to actually catch ambipom. You could do one of the following:
1. Obtain an aipom and evolve it by raising it to level 32 and teaching it Double Hit
2. (Not recommended) Hack your game using an action replay
3. Trade with someone who does have an ambipom at the GTS.
There is a trainer on route 216 with ambipom, if that is what you are looking for.
Otherwise, there is no way to find ambipom.
