It can be safe to let your dog play with other dogs however, not all other dogs will be friendly. It is important that you train your dog basic commands such as 'sit', 'stay' and 'down'. That way, if your dog runs off in the park or on a field where there are other dogs present, you can control your dog before he reaches them and you can make sure that they are friendly before he gets a chance to interact with the other dog.
Dogs react to body movement in other dogs and they need to learn these body movements from a dog training class. Socialisation with other dogs is a main part of training as it gets your dog used to other animals, smells and body language. Some classes teach you to make your dog ignore other dogs, and this can be a really useful training exercise as it will stop your dog from becoming excited when out for a walk.
So if you want to allow your dog to play with other dogs you should first check that the other dog is friendly. Under no circumstances should you let your dog run up to another dog without first checking the other dog's temperament.
