Female parrots can lay eggs even though they have not mated with a male...  Whether they are fertile/will hatch depends on whether they mated/mated successfully.  Brooding takes 21 to 26 days any longer then there is not much chance of them hatching.  These eggs are certainly old enough to "candle" ...shine a light (penlight, flashlight) through them to see if you can see anything inside the eggs.  Don't handle the eggs with your bare skin... Latex gloves or something of the like (oil from skin can clog up pores of eggs).  If they are infertile, you should be able to see the light through the egg.  If they are fertile, they will be a dark color, and you will not be able to see anything through them (there won't be liquid anymore.. There will be a chick).  Even at three weeks the first few eggs should have already hatched if they were going to (takes ~18 days, give/take a day, from start of incubation to hatching).

---- For future reference.. after the first 6 or 7 days, you should be able to tell if the eggs are fertile by "candling" them... Hold the eggs gently near a bright light. If you can clearly see a dark spot surrounded by blood vessels, the egg is fertile.
