I would have expected that, as the first American settlers were English and other Europeans for whom Christmas was already an established festival, that its status as a public holiday would have predated the presidents. Maybe I am wrong about that.

Christmas as a Christian Holiday is a latecomer to the Historic Holiday reasons. The Romans worshipped Saturn at the same time. Our traditions come from many cultures, who had long standing rituals for this time of year. I don't know which or if a president ever formally declared it, since it was an acknowledged worldwide Holiday.
