You can't. A blocked attachment means that your mail server thought that the file contained in the attachment was dangerous. If you trust the sender, you can ask him to re-send the mail, this time with the attachment in a zip file. Some mail servers are smart enough to check files inside a zip file, so you may want to ask the file to come with a password (make sure your sender tells you what the password is).
