Even though most people do not know this, Bill Clinton was in fact impeached. He was however, not convicted of any of the charges he faced. Impeachment meant sending the issue to the Senate and this was what happened. He managed to retain his office and avoided being fined or penalized because the Senate failed to convict him.

It was not the fact that he had had an affair that had the American people angry, nor was it the fact that unlike the French he was caught. What mattered to them the most was that he committed perjury and that he lied to them and lied to them repeatedly. It was this perjury that resulted in the House of Representatives Censuring him and it led to the Supreme Court in Arkansas suspending his law license.

No he was not. It came close though, he did have to go to an investigation, but he was never convicted of any wrong doings, go fiqure.
