    The START-II agreement became the back bone of the system of guarantees for globe security. On January 3, 1993 President Boris Yelstin of Russia and George Bush of United State signed the most for reaching nuclear disbarment agreement ever in Yelstin's words, a treaty of hope.

    Under the agreement implementation would be achieved in two stages up to the year 2003, interim ceilings to be reached in the first seven years after the treaty enters into force. By January 1, 2003, total number of strategic nuclear warheads held by each side to have been reduced to 3000 to 3500 units. Land based International Ballistic Missiles (ICBMs) with multiple warheads to be eliminated. Each side cut the number of warheads on Submarine-Launched Ballistic Missiles (SLBMs) to a level of 1700 to 1750 units.

    A limit to be imposed on a number of warheads with which heavy bombers on each side could be equipped, varying from 750 to 1250 units of any type. Each side has the right to re-assign up to 100 heavy bombers for non nuclear tasks. These air crafts would not be counted in the overall fixed levels.

    Reach side has to right to download certain multiple warheads ICBMs to carrying single warheads. Each side may restructure some of the silos of its ICBMs to house single warhead Missiles.
