You can carry on a laptop but not a desktop computer unless it is below the dimensions for carry-on luggage.

You can but is better if you dont.. Remember that the people in charge of putting your baggage into the plane, tend to just trow things.. I would recommend you to carry it on your carry on bag... Unless you dont mind it getting lost or broken...
