I learned this way.
1. Learn the numbers 1 to 10
2. Learn eleven, twelve, and the teens
3. Learn the tens (twenty, thirty, forty, and so on)
4. Learn the rules for making numbers larger than 19.
5. Learn that 100 comes after 99.
When playing "hide and seek" where I had to count to 100, I soon learned to count by fives. (Five, ten, fifteen, twenty, twenty-five, thirty, ...)
