I don't know about the original movie, but the description really reminds me of a recent movie called Behind Enemy Lines. The movie ending involved him running away from rebels on a mountain top, and being whisked away by a helicopter. If you can provide more description about the movie, I might be able to help you out a bit more.

Sadly, I can't recall much more, only that the film was shown on TV 15 or 20 years ago and that it was originally in French or Spanish. The border in question was, I suspect, the Pyrenees between France and Spain. Just as the fugitive thought he was going to get away, loads of troops appeared over a ridge. The helicopter didn't figure in the final scene. The bit with the chopper had the fugitive hiding beside houses in a town while the helicopter skimmed overhead. Thanks for your help everyone.
